Abstract:Personel departments are moving out of a peripheral, non-academic staff training ghetto and moving in on acdemics in a variety of ways. Large metropolitan universities such as Birmingham have rapidly expanding personel-based training outfits. Lecturers are appraised, and performance-related pay schemes are creeping in, especially for senior academics. Needs analyses are undertaken and training programmes mounted to meet needs in relation to new and clearer mission statements. But the models of human resource development and values these personel-based initiatives bring with them are derived from industry. They are having a limited impact and have low status and credibility, even where they are well funded and supported from the top.
