| Abstract: | Stabilization of monetary relations is the basis of the modern central bank system, determines the central bank s specials features as a client and manager, and its neutrality off any group of economic interests. Because the mode of function and activities of the administrative government is internally in contradiction with the stabilization of monetary relations, putting the central bank under the government can produce the counteraction of stabilizing money. Therefore, organs of power of state are to be dual- governmental in modern society. The core of the modern central bank system is an independent financial government . |
