Abstract:The problem of the present and the future of health care and society is not only a question of optimum allocation of available resources, but also a complete mastering of the changes in the dynamic environment and mastering of the structure of organisation.Organisation is an organism in which non-linear processes and relationships take place which are unknown in many aspects and generate the apperance of new features.The possibilities offered by the modern science of management entirely change our understanding of organisation and the role of individuals within it.The basic question of management is above all how to organise an organisation as a system which will be capable of orientation towards goals as a whole and in all of its elements, adaptation to changes and creative development.The present paper focuses on issues of modern organisation of health care, which will enforce a logical hierarchy of elements and a functional division of work in the system, decentralisation of decision-making and accountability, clear definition of goals and tasks, an optimum degree of autonomy of subsystems and processes in order to enable an undisturbed salving of organisational problems, and the capacity to adapt to changes and ensure quality in health care.The question of the development of health care management is isolated and emphasised at the optimal prospect for salving the problem of low autonomy of management in the enforcing of reasonable and efficient use of variable sources and financial means of health care organisation.
