The main problem is that the enterprises scale structure tends to be small and economized which brings a low scale economic benefit. The goal of its reforming is: to conduct reshuffling in the big and medium-sized enterprises in the form of the shares system, so as to provide an institutional guarantee for the industrial organizations'reform.
