Abstract:Economic policy advice is often dispensed based on a model of a unified and benevolent government. The model is inappropriate for some transition economies. The model of a badly divided government, as a more appropriate model, often leads to very different recommendations on policy matters. The paper illustrates this point using the example of pre-privatization restructuring of state firms, and discusses its implications for foreign economic assistance.
