Abstract: | This paper by Paul Olk explores how individual-level relationships affect the formation process and structure of R&D consortia. It begins by reviewing traditional explanations of joint venture formation, noting the under- explored role of individuals in this process, and focuses on an organizational knowledge perspective. The paper then draws from data collected from US-based R&D consortia and differentiates between consortia created by individual-level networks and those started from organizational-level relationships. The analysis reveals several differences in the formation between the two types of consortia in terms of problem-setting, direction-setting and implementation. However, notable similarities also also existed. These data provide the basis for propositions developed to direct future research. |
