Abstract:A survey of small-business owners was conducted during 1994-97 in Russia and the United States. The goal was to compare the motivations and obstacles experienced by venture creators in the two countries. Russia is a country with an emerging market economy. The USA has an established free market economy, a strong entrepreneurial culture, and its small business sector plays an important role in the economy. The survey found similarities stemming from the nature of human behavior and business vagaries. The differences originated from a less developed business infrastructure in Russia versus the United States, a volatile business environment in Russia versus stability in the United States, and finally, cultural differences.
