Abstract:Rules of origin (ROOs) exist because governments wish to discriminate among products (goods or services) on the basis of their "country of origin", and where producers located in two or more countries have been involved in the production of a product, its origin is not unambiguous. When governments employ ROOs they typically make two main distinctions: between foreign and domestic products and among foreign products where not all imports are to receive MFN treatment - these are referred to as preferential treatment.
