Abstract:At present, state-owned enterprises have fallen into dilemma . If authority continues to be passed down, enterprises will be out of control due to "being controlled by insiders" and the rights and interests of owners can not be guaranteed. If strict control and management are conducted, the functions of the government and enterprises can not be separated. To make enterprises extricate themselves from dilemma, they should know clear the following theoretically and ideologically: It is unavoidable that state-owned assets will possibly be drained in the course of promoting further the reform of enterprises, but it is just temporary Besides, the preference stock status of state assets should be established in reform. Moreover, "reserve of managers" as a base of supplying managerial personnel for enterprises should be kept.
