| Abstract: | At present, the strategic reorganization of state-owned economy is promoted by three forces, i.e., the central government, the local governments and enterprises. But there are some difficulties in two aspects in the strategic reorganization. One is financing arrangement and barriers to enterprises' with drawing from competitive industries. The other is industrial option and mode of re-organization. For the difficulties in the first aspect, we should overcome them through the strategic reorganization of state- owned banks and the establishment of aid funds for state-owned enterprises' withdrawing from competitive industries. The difficulties in the second aspect should depend on market, that is, the competitive power of state-owned economy. |
