| Abstract: | The government's behavior is the key factor of soft environment and the main reason for worsening soft environment for economic development due to an unwieldy organization, a great number of departments, low efficiency and serious corruption. To improve the soft environment, we must promote the reform of organizational structure with an aim at eliminating corruption and weekening the conditions for the existence of monopolist interest groups hindering reform and development. To this end, two practical issues must be solved. 1. The way out of surplus personnel. They should be diverted gradually to other industries after their assessment. 2. Keeping an honest and clean government by giving civil servants high salary. |
