| Abstract: | There are two chronic and stubborn problems in Chinese economy. One is the surplus of labour, while the other is the serious shortage of capital. Capital is the adhesive to combine labour and means of production. The problem of employment is relatively easy to be solved as long as there is capital. Unfortunately, such adhesive is desperately insufficient in China. Therefore, this is a protracted war, which can't be brought about in a rush. Now it is an obvious fact of the difficulties of state-owned enterprises. It will be a hard assault to help state-owned enterprises extricate from the predicament. |
