Abstract: | Facing with competition and challenges from foreign-founded enterprises, state-owned enterprises lack vitality and competitiveness. The reasons are as follows: The heavy social burdens on state-owned enterprises result in the lack of vitality; the tax rate burden on state-owned enterprises is much heavier that on foreign-founded enterprises or non-state-owned economy; the utilizing efficiency of assets in state-owned enterprises is extremely low. In order to raise their competitiveness, suggestions are as follows: Bring into full play the initiative of workers and the management and raise the labor productivity of individuals; implement equitable taxation; strengthen the management and guidance of foreign investment; vitalize state-owned assets. |
