| Abstract: | The farmers' burden is essentially a problem of rural public products supply system. Under the condition of household land contracting system existing as the rural basic managing system, the problem of farmers' burden could be fundamentally solved only when a rural products supply system is established in line with the existence and growth of household agriculture. 1) Change cost to tax to convert the out-of-time supply system. 2) Propel the construction of the democratic system in rural grass-rooting units, improve the decision-making procedures for rural public products supply system and transfer the above-mentioned procedures from upper-to-lower levels to lower-to-upper levels. |
