| Abstract: | Under the condition of trade and investment liberalization, the coordination between foreign capital policy and foreign trade policy is inevitably in the direction of "gradually eliminating trade and investment obstacle, make goods, service and capital flow freely". In making the policy choice on carrying out tariff and non-tariff barrier, we should on the one hand understand that the tariff and non-tariff barrier are beneficial to protect national industry, on the other hand, only when combined with foreign capital policy can they be effective. Between the choice of import substitution and export guide, we should determine the trade strategy according to China's development stage and the condition of international market. |
