| Abstract: | The main problems of the popularly-run enterprises include property rights, lack of effective rationalization of economy, poor capacity of resources acquirement and tense external conditions. Counter measures: Popularly-run enterprises should mainly depend on themselves, try to rationalize the relations of property rights, further protect intellectual property rights, give special emphasis to the technological and market development, choose a creative model suited to their own development, attract innovative personnel, take an active part in the strategic reorganization. Meanwhile, the government should creat a better external environment for them. |
