| Abstract: | The problems of China's financial expenditure are analyzed. The following respects of expenditure surpassed the norm: the spending of various production costs and subsidies, institutions and welfare housing. The following respects of expenditure have not yet up to the norm: the spending of social security, foundation scientific and research and education, public facilities in cities. The correct delimitation of policy for public expenditure is proposed; including the scope of general administration spending; the change of scope of financial allocation to institutions. |
