Abstract:The paper states that trade union movements in Europe are confronting multiple challenges. The article focuses on the changing role of unions in the social policy area and the transformation of social partnership institutions against the background of continuing membership problems and organizational reforms of both trade unions and employer associations. The paper analyses the membership problems and representativeness of national unions. Arguing that unions are dependent on the institutional support of the welfare state, the comparative account concentrates on particular groups: the unemployed, public employees, women, older workers, and the young. The paper also discusses recent organisational changes for trade unions and employers, looking at their declining representativeness.
