| Abstract: | In this article two policy-relevant allocation rules for emission allowances (output-based and emission-based allocation) are compared in terms of overall cost efficiency and sectoral impacts on production and employment. Findings show that emission-based allocation is more costly than output-based allocation in terms of maintaining output and employment in energy-intensive industries. |
