Abstract:This study questions how a transparency policy should be organized to enhance corporate social responsibility (CSR) behaviour of companies. Discussed are the advantages and disadvantages of two conventional policy strategies: i. the facilitation policy and ii. the command and control strategy. Using three criteria, that's efficiency, freedom and virtue, it is concluded that both strategies are defective. Most attention is paid to the facilitation strategy which is analyzed through the Dutch case. A third government policy is introduced as an alternative: the development of a self-regulating sub-system.
