Abstract: | The conjunction of a turbulent international context and difficult circumstances within the countries of Latin America heralds a critical situation for this region. Social pressures, economic constraints, political uncertainty, cultural change and vulnerable ecosystems would seem to indicate a pessimistic view of the future. However, these problems could also generate a number of opportunities. Completely new solutions can be generated at all levels, from the rise of grassroots popular organizations to the establishment of high-technology enterprises, from the emergence of local movements of self-government to the adoption of leading positions in the international political area. |
