Abstract:If governments are delivering protectionist policies that hurt their trading partners, it is important that the latter be better informed and capable of defending their interests. There have been a number of new initiatives in the Uruguay Round negotiations to tackle the information problem. The effective rate of assistance /ERA/ is a net measure of assistance to industries taking account of not only assistance to outputs but also assistance to inputs. The ERA's main application is to domestic policy making. ERA could have important attractions in trade negotiations to governments, in their roles of access seekers and concession givers.
