Abstract:Will quality circles (QCs) be a chapter or a footnote in American business history? While seeking a response to this question, QCs' theoretical basis is examined, and their empirical outcomes are evaluated. Employee participation, behavioural values, the quality of work life are emphasized beyond quality and productivity goals. The lessons from success stories about QCs are summarized. The assumptions underlying the QC movement are assessed. It is shown how QCs fit the organization's management philosophy. QCs should match the characteristics of the labour force as well as the organizational climate. QCs offer modest improvements in a series of organizational variables.
