Abstract:The essay seeks to explore new approaches to development planning that would transcend the limitations of the conventional method, that would adapt better to the turbulent international environment of the 1980s and 1990s, and that will overcome what was characterized as the dilemma of devoting planning energies either to short-term or to long-term issues. It is found that the new methods need to be formulated using an institutional approach. Three possible directions are discussed: the need to reinterpret and redefine the concept of the planning horizon; the need to enlarge the scope of anticipatory decisions covered by the planning process; and the imperative of dispersing planning capabilities throughout society.
