| Abstract: | The author investigates the hypothesis when exporters sign a voluntary export restraint agreement they raise the price of their exports and thus collect for themselves the scarcity rents induced by VER. To quantify this effect a method is developed which estimates the price that would have been charged in the absence of the import restraint. It is demonstrated that voluntary export restraint increased in 1980 the price of imported British footwear by 15-25 %. |
