Abstract:Late payment of bills makes small concerns suffer the most. As the problem approaches epidemic proportions, legislative change is the only answer. The emergence of this issue came from the small business sector. Information prove that slowness of payment is wide-spread through all types and sizes of enterprises. The injustice of the situation whereby the creditor is effectively financing the debtor was recognized already in 1978. However no direct action followed. In any case slow payment is not the only factor in small business problems. 50 per cent of new business fail within the first three years of operation.
