| Abstract: | To charge by the government has the following four function: 1. to get the financial revenue for public expenditure; 2. to carry out the principle of 'the beneficiary should pay the charge' for social justice; 3. to check waste for higher efficiency; 4. to lower and compensate social costs for doing away with 'the negative outside effect'. Its principles are: 1.beneficiary should pay the charge: burden corresponding to benefit; 2. efficiency, i.e. emphasis should be laid on effectiveness; 3. conforming to order; 4. 'democracy and law system'. |
