Abstract: | A number of economists have noted the segmentation of the labour market into primary and secondary sectors in advanced industrial economies. In the capital-intensive primary sector employers invest in workers by providing specialised training and paying for their education. Unemployment benefits are guaranteed in the contracts. Jobs, although complicated, are stable, and workers are professionals and become more like capital for employers. |
