Abstract:The increasing interdependence of the world economy entails a set of international rules to discipline intergovernmental actions. In the area of trade, the past Uruguay Round has made considerable contributions in creating rules. The Round particularly codified comprehensive rules on the settlement of trade disputes and created an institution for implementation. GATT history demonstrates that trade expansion is always accompanied by an escalation of trade tensions and frictions.
