Abstract:Major job destruction and creation has been contained in the transition. This paper explores the skill content of these changes based on a detailed firm survey in three countries (henceforth as: ctrs). Transition is shown to have exerted a strong bias against unskilled labour having lost employment disproportionately. The skill content of blue collar (here as: b-c.) work has shifted upwards and technological change (here as: t-chng./t-chngs.) has accelerated shifts away from low-skilled labour. By 2000, the actual and desired levels of employment were close to each other. However, there is found some evidence of t-chngs. having given rise to shortages of skilled b-c. workers. Although there is variation across the sampled ctrs., this seems to be explained by the timing differences of reforms.
