Abstract:European Works Councils (EWCs) are the institutions that helps employees to coordinate responses to multinational corporations (MNCs). Optimists hoped that these Councils may help the transfer of the European social model to Central and Eastern Europe whereas pessimists believed these institutions' capacity is inadequate to be effective in practice. This paper's focus is on the behaviours of eight service sector French-origin multinationals in Bulgaria, Hungary and Poland. It is found that they generally adapt to the host country social model. Nevertheless, while most keep their subsidiaries in separate compartments, investing little in EWC institution building, some are more ready to invest in a stronger EWC institutions and use them as an integrating tool.
