Abstract:For firms that have only a single production facility for each good or stage of production, the TNE mode of operation does not confer any benefits in terms of opportunities to allocate production more efficiently. It allows the firm the opportunity to offset the impact of the tariff between its markets , resulting in a reduction in the tariff revenues collected by the government of the importing country and an equal increase in the firm's profitability. In the case of multi-plant production of goods import tariffs result in an inefficient allocation of international production that can be mitigated by the TNE's ability to internalize. The TNE mode leads to more than a change in the distribution of income, but will also result in more efficient production. Integration should lead to yet more efficient production in the countries of CU.
