Abstract:The involvement of the European Union in formulating and implementing policies of development and co-operation has its origins in the historical relationship between certain EU Member States and many countries of the southern hemisphere. It was considered important in the 1970s, when the real beginnings of such policies took hold, to consolidate commercial and cultural links with developing countries, many of which were former colonies, and to promote further areas of co-operation. At a time when the world was divided into East and West, there was also a political and strategic interest in bringing about a clearly identifiable European presence in African, Caribbean and Pacific (ACP) countries, and Georgetown Agreement of 1975 between representatives from these regions created the ACP group.
