| Abstract: | In the 1994 Annual Review we suggested that the EU had laid the foundations for a comprehensive foreign policy. As evidence of this, we cited the consolidation of the Common Foreign and Security Policy (CFSP), the increasing linkages being made between issue areas in the world economy and between political and economic issues, and the growing connection between internal and external EU concerns. In 1995, the EU maintained some of this momentum, developing further its economic and political relationships with both the countries of the Mediterranean and the United States and asserting itself in the World Trade Organization (WTO). |
