Abstract: | Health policy in the U.S. is based on incrementalism with major interventions only occuring in response to crisis. The characteristically minor adjustments often have major unanticipated consequences. This explains the radical transformation of the US health service after WWII. The major persistent policy issues - uncontrolled expenditures and the increasing numbers of uninsured - will necessitate a change: minimum benefit, universal federal-state insurance system, by 2000. |
