Abstract: | The author examines the causes of growth in health care costs and concludes that the growth rate of the intensity of care can be controlled. He proposes a model of consumer choice (with advice) among health plans, and competition among plans on the basis of the rate of introduction - as a solution to the choice of the appropriate rate. He argues that the existence of the uninsured proves government failure. |
