Abstract: | Increasingly, political decisions are made within international (hereafter as: int-al.) organizations (here as: orgs.) such as the EU, UN and WTO. Hence, national civil servants and politicians take part in complex int-al. negotiations interacting with companies, lobbyists, and NGOs. This article examines how the national representatives respond to the demands from taking part in int-al. decision making. The studied processes concern regulation on employment policy, trade facilitation, and climate change. A theoretical framework is applied, explaining the working methods etc. The main result is that the org-al. forms of the public administration can be understood as enclaves rather than networks. Enclaves contain members from both private and state orgs. and the work within them is carried out in an informal and interactive way (original in Swedish). |
