Abstract:A CO2 reduction program only makes sense for Belgium in the framework of an internationality agreed action. An international carbon tax systems is probably one of the most efficient instruments. It is assures cost efficiency in CO2 abatement and creates international funds which can be used to induce all countries funds which can be used to induce all countries to participate. The existing and expected internatinal agreements use second best instruments like emission goals per group of countries. It is probable that the use of carbon taxes will be organized nationally. These taxes are then used as an intrument to reach a national CO2 reduction target which is normally the result of an international agreement.
