Abstract:One of the main features of Belgium's distinctive system of industrial relations is the institution of the biannual central collective agreement for the private sector. Towards the end of 1992 Belgian employers' organizations and trade unions signed a central collective agreement for 1993 and 1994 covering 2.1 million private sector workers. The new agreement provides a framework for substantive bargaining at company and sector level, makes provisions on a number of intersectoral matters such as minimum pay and employment measures; and delineates the areas which the social partners regard as being the preserve of their autonomous joint regulation, the control of which needs no state intervention.
