Abstract:The Belgian Goverment is just implementing its "global plan" the aim of which is to reform competitiveness, employment and social security. Now the factors which brought about the plan, and the failed tripartie talks on a "social pact" are examined, then the potentially enormous consequences for the traditionally consensual and intervention-free system of industrial relations are assessed. There are also some details of the law of 30 March 1994 , which implements various aspects of the plan.
