Abstract:It does not appear as evident that the basic concept and the launching of the new university-town of Louvain-la Neuve, results from a good management: this is due to the fact that strategies and objectives had to be drastically adapted under political pressures and the implementation dangerously accelerated. The basic principles the management had adhered to are illustrated. It is argued that this particular case of management of a program of public interest, that is the experience of a private university creating a town, is rich of varied experiences. The pragmatism imposed by political pressure has naturally fostered a tension between the requirements of scientific management and the behaviour of the responsible.
