Abstract: | This paper examines how learning by doing affects the allocation of pollution abatement btw. heterogeneous technologies (hereafter as: thgs.) over time. It is characterized when a technological (here as: thg-al.) winner might emerge and conditions are identified under which optimal abatement is shared across all thgs. Pigouvian taxes can implement the first-best, but may need to be differentiated across thgs. When thg-al. change is induced, an important role of environmental policies is to put abatement on the right thg-al. trajectories. |
