Abstract:Perfect household mobility can function as a disciplinary mechanism which induces national policy-makers to internalise international externalities caused by transboundary pollution. In this article a dynamic model with stock pollution, costly migration and time consistent environmental policy is developed to present an alternative hypothesis. The hypothesis is: it is suggested that the mobility of people, like a mobility of pollutants, leads to a tragedy of the commons, and the result is overpollution.
