Abstract: | The Third World fuelwood problem can be defined, in a broad development context, as a choice between fuelwood shortages, with their attendant loss of production or comfort, and the environmental sacrifices to be made elsewhere to overcome the energy shortage. It is shown that the way in which the fuelwood crises is defined and the nature of the underlying policy problems identified, has important consequences for the objectives and instruments of energy policy. It follows that energy policies should not be used on their own as the key instruments responsible for dealing with larger-scale environmental and development issues. |
