Abstract:Often the employment laws apply only in establishments above critical size, and often these thersholds are defined by the number of employees. A case point is the German disability law: For establisments with 16 or more employees it demands that either six percent of all jobs must be occupied by disabled employees or the firm has to pay a penalty of DM 200 per month for every job that should have been occupied by a disabled worker but that is not.
