Abstract:The Bureau of Labor Statistics estimates that between 1981 and 1986 approximately 11 million workers were permanently laid off in the United States. The Worker Adjustment and Retraining Notification Act (W.A.R.N.A.) became law in February 1989. This legislation obligates employers with more than 100 employees to provide 60 days written notice in the event of a plant closing. Noncompliance penalties can be severe, so managers need to be familiar with the requirements of this Act. The legislative history is shortly reviewed. A synopsis of W.A.R.N.A. is presented. Some implications of this Act are discussed. Any violations made public will not only cause monetary harm, but will greatly damage a company's reputation in the community.
