| Abstract: | This report presents the declaration adopted by the European Council to mark the entry into force of the Treaty on European Union on 1 November, 1993. The import of the Treaty consists of four simple ideas: greater economic prosperity, greater external ambition, greater effectiveness and greater democracy. The Union wishes to introduce greater openness and decentralization in the procedures. |
