| Abstract: | The Treaty of Maastricht provides for a considerable fiscal policy independence of the member states, although the monetary policy within the Community will be centralized. A question arises necessarily in this context: Are the coordination directives relating to the national debt policies sufficient to enforce a fiscal policy discipline of the member states? The article examines the provisions of the Treaty relating to this problem. It is concluded that the recently proposed combination of the No-Bailout-Clause with the common procedures in case of too high budget deficit could not be considered as a long term stabile institutional solution for the Monetary Union if the fiscal policy is decentralized. |
