| Abstract: | The Commission of the European Communities recently adopted the new PHARE Guidelines. They set out the broad parameters within which the programme will develop from 1993 until 1997. They support and complement the conclusions on the PHARE programme adopted by the Council of the European Communities on 9 November 1992. PHARE has shown itself to be capable of adapting to very rapid changes. An increasingly diversified approach to each beneficiary country is described in the article. |
