| Abstract: | With the GATT agreement the EC is committed to the principle of phasing out production subsidies and some kind of reform is desperately needed. No doubt many farmers will find niches to exploit, but subsidies will remain vital to the livehoods of most. Now both environmentalists and economists are finding common ground: "For far too long farmers have had their cace and eaten it too," Guy Beaufoy says "Why should town-dwellers continue to pay twice over for something they don't want? ESAs are a step in the right direction, and there should be more schemes where people can enjoy beautiful scenery and a diversity of wildlife. |
